FTP quote commands prefixed with '*' now can fail without aborting

Prefixing the FTP quote commands with an asterisk really only
worked for the postquote actions. This is now fixed and test case
227 has been extended to verify.

are not, due mainly to the lack of support for XML character entities
(e.g. & => & ).  This will make it easier to validate test files using
tools like xmllint, as well as edit and view them using XML tools.

Philippe Hameau found out that -Q "+[command]" didn't work, although some code

was written for it. I fixed and added test case 227 to verify it.  The curl.1
man page didn't mention the '+' so I added it.
