CMake: Respect BUILD_SHARED_LIBS
Use standard CMake variable BUILD_SHARED_LIBS instead of introducing
custom option CURL_STATICLIB.
Use '-DBUILD_SHARED_LIBS=%SHARED%' in appveyor.yml.
