Prior to this change some users did not understand that the "request" starts when the handle is added to the multi handle, or probably they did not understand that some of those transfers may be queued and that time is included in timeout. For 32 bit long systems, the max value accepted (2147483 seconds) is > 596 hours which is unlikely to ever be set by a legitimate application - and previously it didn't work either, it just caused undefined behavior. Also updated the man pages for these timeout options to mention the return code. Closes #1938

Change CURLOPT_TIMEOUT doc to warn that if CURLOPT_TIMEOUT and CURLOPT_TIMEOUT_MS are both set whichever one is set last is the one that will be used. Prior to this change that behavior was only noted in the CURLOPT_TIMEOUT_MS doc.
